Egypt Urges Shift to 2nd Phase of Trump’s Gaza Plan in Calls with Regional Partners

Egypt has urged moving to the second phase of US President Donald Trump’s Gaza plan, which includes political, developmental and humanitarian aspects, during talks with Saudi Arabia, Jordan and Turkey.

In a series of phone calls with the three countries’ foreign ministers, Egypt’s Minister of Foreign Affairs Badr Abdelatty highlighted Egypt’s efforts to consolidate the peace agreement signed in Sharm El-Sheikh city last month to stop the war in Gaza.

He underscored the importance of fully implementing the Sharm El-Sheikh agreement’s terms to ensure an end to the war and ease Gaza’s humanitarian suffering.

Hamas and Israel last month agreed to the first phase of Trump’s 20-point Gaza peace plan, which has maintained a ceasefire since October 10. Israeli forces, however, have breached the truce several times with airstrikes, shelling, and other military operations that have killed more than 200 Palestinians.

Under this initial phase, Hamas handed over all 20 living captives it was holding, along with the remains of 21 out of 28 dead captives so far. In return, Israel has handed over nearly 2,000 living and 270 deceased Palestinians it had killed since the war started in October 2023.

Board of Peace, ISF Formation

Phase two is set to include the establishment of the so-called Board of Peace, headed by Trump and other members including former UK Prime Minister Tony Blair, to supervise a Palestinian technocratic Gaza governance.

The next phase of the plan is also set to include the formation of a temporary multinational force, dubbed the International Stabilisation Force (ISF), in addition to the disarmament of Hamas, a demand long rejected by the Palestinian group.

During the calls, Abdelatty also discussed Cairo’s preparations to host the international reconstruction and early recovery conference set to be held in Cairo later this month to mobilize international support for rebuilding the enclave and promoting stability.

The calls also covered the situation in Sudan, where Abdelatty reaffirmed Egypt’s support for the country’s unity and institutions.

He underscored the importance of coordinated regional and international efforts to achieve a comprehensive ceasefire, ensure humanitarian access, and lay the groundwork for an inclusive political process.
