In a landmark development, a Hamas delegation led by Dr. Khalil al-Heyya met in Cairo with a Fatah delegation headed by Hussein al-Sheikh, Vice President of the State of Palestine, and Major General Majed Faraj, Director of Palestinian Intelligence. The meeting, described by observers as historic, sought to advance Palestinian national consensus and post-war arrangements for Gaza.

At the same time, Egypt’s Intelligence Chief Major General Hassan Rashad received both Hussein al-Sheikh and Fahd Suleiman, Secretary-General of the Democratic Front for the Liberation of Palestine, underscoring Cairo’s central role in securing Palestinian unity and implementing the U.S. ceasefire plan.

The talks reaffirmed commitment to the ceasefire agreement brokered in Sharm el-Sheikh on October 9, 2025, with Egypt, Qatar, and the United States as guarantors. Hussein al-Sheikh highlighted the Arab Summit resolutions of March 2025, which rejected displacement, reaffirmed Palestinian rights, and supported the establishment of a state on the 1967 borders with East Jerusalem as its capital.

According to Al-Qahera News TV, Egypt is intensifying contacts with Washington and regional partners to consolidate the ceasefire, deliver humanitarian aid, and pave the way for a just peace. Cairo is also hosting intra-Palestinian talks to coordinate mechanisms for the second phase of the plan, including governance and reconstruction arrangements.

These efforts come alongside Egypt’s wider
diplomatic campaign: Major General Rashad’s recent talks in Israel on aid and implementation, and President Abdel Fattah el-Sisi’s announcement of an international Gaza reconstruction conference in November 2025, aimed at rebuilding the Strip without displacing its residents.
