Prime Minister Mostafa Madbouly on Wednesday inaugurated the 25th International Congress of Supreme Audit Institutions (XXV INCOSAI) in Sharm El-Sheikh, held under the auspices of President Abdel Fattah El-Sisi. The event, running from October 27 to 31, brings together leaders and representatives from more than 190 audit and oversight institutions worldwide, alongside an array of Egyptian ministers and senior officials.
The conference represents the apex decision-making body of the International Organization of Supreme Audit Institutions (INTOSAI), playing a critical role in setting future directions for accountability and transparency worldwide.
During the congress, Egypt, represented by the Accountability State Authority (ASA), officially assumed the INTOSAI chairmanship for the next three years. Outgoing INTOSAI Chair and President of the Brazilian Federal Court of Accounts (TCU), Vital do Rêgo handed over the chairmanship to Mohamed El-Faisal Youssef, the ASA President.
INCOSAI 25 represents a major global forum that unites the international audit community to discuss enhanced cooperation, knowledge exchange, and strategies to promote transparency, integrity, and the protection of public funds. During the event, the ASA is set to present Egypt’s vision for leveraging artificial intelligence in public audit work with this theme expected to be one of the congress’s highlights.
The Egyptian proposal focuses on anticipating the future of the auditing profession amid global digital transformation, demonstrating how AI technologies, such as machine learning and natural language processing, can assist auditors. Egypt will showcase the potential of AI to analyze data, detect patterns, and identify discrepancies more accurately and efficiently, boosting transparency and accountability in managing public resources.

The presentation also introduces the concept of hybrid auditing, which combines automated analysis capabilities with human professional judgment, striking a balance between technology and auditors’ ethical and professional conscience. Egypt is expected to showcase its experience in training auditors to use AI tools and in establishing professional and ethical standards to ensure responsible use of modern technologies, making its approach a potential international model.
